“how the NHS will move to a new service model in which patients get more options, better support, and properly joined-up care at the right time in the optimal care setting.”
The Long Term Plan contains aspirations, commitments, milestones and priorities for the NHS across the next ten years. It includes:

• A new service model for the NHS aims to increase primary and community based care, reduce emergency care in hospital, increase personalised care, increase use of digital technology and develop Integrated Care Systems (ICS) to support population health management.
• A renewed NHS prevention programme will prioritise smoking, poor diet, high blood pressure, obesity, and alcohol and drug use. In addition there will be a concerted and systematic approach to reducing health inequalities and addressing unwarranted variation in care.
• New and revised care quality and outcomes measures are presented relating to health and wellbeing of children and young people, maternity and neonatal services, learning disabilities and a number of major health conditions (cancer, cardiovascular disease and stroke (inc diabetes), respiratory conditions, dementias, and self-harm).
• A new Workforce Implementation Plan will underpin workforce development.
• The Plan places a strong emphasis on the upgrade and development of digital technology across the NHS.
• The Plan lays out five tests for NHS financial architecture, payment systems and incentives.
• There are a number of case studies demonstrating models and approaches outlined in the Plan.

Purpose of the session:

The hearing will address Lord Prior’s background in the health and social care sector and as a Minister, his commitment to patient care and his views on the challenges facing NHS England and its board. The Committee will also question Lord Prior on how, if appointed, he will approach matters relating to the recent funding settlement for the NHS announced by the Prime Minister, the impacts of Brexit on health and social care, and NHS England’s relationship with other health regulators and commissioners.

HSJ interview with Simon Stevens around 10 year NHS plan and changing funding rules

Stevens sets out 10 year plan priorities

• During an interview with HSJ Simon Stevens identified five major priorities for the 10 year NHS plan due to be unveiled this autumn.

1. mental health, especially services for children and young people, and potentially ”core crisis care”. 
2. cancer, in particular screening services and addressing race and socioeconomic and gender and cultural barriers that exist to early diagnosis
3. cardiovascular disease – stroke and heart attacks
4. children’s services in particular prevention and inequality as they affect children.
5. reducing health inequalities 

• As part of the funding deal and long term plan, the prime minister announced a review of NHS waiting time targets.

Stevens promises ‘wholesale shift’ in funding rules

• During an interview with HSJ Simon Stevens discussed future changes to NHS funding rules and suggested that "Over the course of the next three years we’re going to see a wholesale shift.”
• A plan covering the financial years from 2019-20 to 2021-22 is being developed with NHS Improvement and in discussion with the NHS and will be set out at the end of September, then confirmed in November.
• sustainability funding would be ended at the latest by the end of the three year period
• According to HSJ the funding plan in late September is likely to include three years of firm clinical commissioning group allocations and two years indicatively.
